This research aims to determine the quality of service provided by the Minahasa Regency Police in making driving permits (SIM). The method used in this research is a qualitative method with data collection techniques through interviews, documentation and observation. This research focuses on Driving License (SIM) Services at the Minahasa Regency Police Department. Data collection techniques include; observation, interviews, and documentation. The research results show that: 1) Service times are late due to limited staff and technology. 2) Applicant satisfaction is influenced by administrative staff who are less helpful, the online portal is not updated, and the cost of making a SIM does not comply with the SOP.
