Factors or obstacles that slow down the implementation of village administration in Kumelembuai Satu Village, Kumelembuai District, South Minahasa, namely the lack of human resource capacity in using IT or computers, facilities and infrastructure that are not yet adequate cause the implementation of administration in Kumelembuai Satu Village to be inefficient.
