Abstract

This study aims to determine the Duties and Functions of the Community and Village Empowerment Service of Minahasa Regency in Empowering Village-Owned Enterprises (BUMDes) in Minahasa Regency. This study uses a qualitative method with a descriptive approach using Observation, Interview, and Documentation techniques. This study shows that the implementation of the Duties and Functions of the Community and Village Empowerment Service of Minahasa Regency is not good enough, this can be seen from the development of human resources, development of group institutions, capital accumulation, development of productive businesses and provision of appropriate technology that has not been maximized in its implementation. After the researcher conducted the research, there were factors that became obstacles, namely the lack of competence of Village-Owned Enterprise administrators caused by a less than optimal determination mechanism, monitoring and evaluation which were only carried out once a year, DPMD has also not collaborated with other parties to strengthen BUMDes capital and has also not implemented technical assistance in business development and also the provision of appropriate information that has not been optimal.
