This study aims to understand and describe the effectiveness of the Pendaftaran Tanah Sistematis Lengkap (PTSL) Program at the Land Office of Minahasa Regency. The research uses a qualitative approach by collecting data through observation, interviews, and documentation. The data collected is analyzed using descriptive qualitative analysis. Based on the results, the effectiveness of the PTSL program is reviewed using the following indicators: (1) Program Success: Each staff member involved in the PTSL program has multiple responsibilities, such as handling land certificates independently, financial reporting, front-office services, and document archiving. These heavy workloads make it difficult for them to focus fully on implementing the PTSL program. (2) Target Achievement: The slow process of issuing supporting documents such as grant letters, inheritance transfer letters, and land ownership statements by village or sub-district officials causes delays in submitting the required documents for the PTSL program. (3) Public Satisfaction: Due to a lack of public outreach, many people still do not fully understand the program or its requirements. (4) Overall Goal Achievement: Some officers are not careful enough during the document collection process, resulting in incomplete applications being accepted. This slows down the process of issuing land certificates. Therefore, it is important to assign staff specifically for PTSL tasks, improve cooperation between the Minahasa Land Office and village/sub-district officials, and create better planning so that the PTSL program can run more effectively and on time.
