This study aims to understand and explain the performance of Civil Servants in the General and Staffing Subdivision at the National Unity and Political Agency of Minahasa Tenggara Regency. The research employs a descriptive qualitative method, involving four informants. The findings indicate that the performance of Civil Servants in the General and Staffing Subdivision regarding Work Targets related to quantity has not yet reached the maximum target in practice due to a lack of personnel, resulting in an imbalance between workload and available workforce. In terms of quality, the work performance of Civil Servants in the General and Staffing Subdivision has not reached an optimal level, as there are occasional delays in task completion, and discipline remains a challenge in achieving optimal work performance. Regarding time efficiency, some tasks experience delays due to employees not fully utilizing their time effectively. From a financial perspective, while some employees feel that the budget is sufficient, others perceive it as inadequate and sometimes inconsistent with initial plans. This inconsistency between the budget and actual needs affects the smooth execution of duties in the General and Staffing Subdivision. Meanwhile, in terms of work behavior, discipline has not been fully implemented and requires further evaluation, particularly in attendance rates and post-break punctuality.
