The purpose of this study is to find out the extent of Employee Performance Improvement by referring to the Sasaran Kinerja Pegawai (SKP). The locus of this research is at the Office of the Personnel and Human Resources Development Agency of Minahasa Regency which focuses on its employees. This research uses a qualitative method, namely data collection through observation, interview, and documentation techniques. From the results of the research carried out, it was found that various things underlie the Performance Evaluation of these employees, both in terms of their human resources which are lacking so that they affect the quantity and quality. Then the lack of competence and abilities possessed by employees, and the lack of intense monitoring from the leadership. Of the various existing obstacles, it greatly affects employee performance which becomes less optimal in providing services and carrying out work.
