Abstract

The purpose of this research aims to describe, analyze and explain how the professionalism of state civil servants in functional positions, especially teachers in the Minahasa district education office, with descriptive qualitative research methods. The results of this study are focused on four indicators, namely, Qualifications, in this indicator it was found that the lack of technical and managerial expertise in functional ASN in the Minahasa Regency Education Office, which causes a decrease in the effectiveness of task implementation and also the mismatch between the educational background of ASN and the functional position held, resulting in a low mastery of their expertise. Competence, in this indicator, it is found that in the Minahasa Regency Education Office, this managerial competence is still not developed optimally. Some employees, especially those in functional positions, sometimes have difficulty in implementing managerial skills effectively. Performance, in this indicator, there are unprofessional attitudes such as often arriving late, not completing tasks on time, and rejecting the suggestions of colleagues shown by employees. Discipline, it was found that there are still ASN who lack discipline, lack initiative, and are less able to work in teams. Efforts to improve the quality of civil servants should be further improved so that professional harmony is created in carrying out their duties.
