This research aims to determine the birth certificate service at the Tomohon City Population and Civil Registration Service The method used in this research is a qualitative method with data collection techniques through interviews documentation and observation This research focuses on application based birth certificate services E Dukcapil The research location is at the Tomohon City Population and Civil Registration Service Data collection techniques include; observation interviews and documentation The results of research regarding Birth Certificate Services at the Population and Civil Registration Service of Tomohon City show that: 1 Application based birth certificate services E Dukcapil at the Tomohon City Population and Civil Registration Service the E Dukcapil application currently does not provide convenience to the public Many people do not understand how E Dukcapil works this is due to the lack of guidance or examples in the application 2 Service Flow: Most people still experience problems in using this application due to a lack of understanding of information and communication technology Inadequate socialization from Dukcapil is also a major factor in the community s lack of understanding < em>< strong>< p>
