Abstract

This research aims to determine the birth certificate service at the Tomohon City Population and Civil Registration Service. The method used in this research is a qualitative method with data collection techniques through interviews, documentation and observation. This research focuses on application-based birth certificate services (E-Dukcapil). The research location is at the Tomohon City Population and Civil Registration Service. Data collection techniques include; observation, interviews, and documentation. The results of research regarding Birth Certificate Services at the Population and Civil Registration Service of Tomohon City show that: 1. Application-based birth certificate services (E-Dukcapil) at the Tomohon City Population and Civil Registration Service, the E-Dukcapil application currently does not provide convenience to the public. Many people do not understand how E-Dukcapil works, this is due to the lack of guidance or examples in the application. 2. Service Flow: Most people still experience problems in using this application due to a lack of understanding of information and communication technology. Inadequate socialization from Dukcapil is also a major factor in the community's lack of understanding.
