This research aims to find out 1) the leadership style in the Samsat Office Minahasa district. 2) The research approach used is qualitative with data collection techniques through observations, interviews, and documentation. Research data sources include primary data obtained from informants: Head of UPTD PPD or Samsat district of Minahasa, Head of Sub-Division of Entrepreneurship, Head Section of Tax and Retribution Management, Inventory Maker, Registration Management, Tax Reporting, and Retirement Management, Accounting Management, and secondary data in supporting documents. 3) The results of research show that the leadership patterns practiced by the UPTD Chief Regional Revenue Manager in Minahasa tend to be situational leadership styles, because they are not based on just one style, but are more adapted to situations, conditions and needs led by the style of directing, governance, inclusion, and delegation. 4) The leadership style of the Chief UPTD PPD in Minahasa has been able to manage his subordinates well and still guarantee the provision of superior motor vehicle tax payment services with the aim of achieving the vision and mission of Samsat Minahasa.
