The purpose of this research is to find out the performance of civil servants at the social service of the southern minahasa district, this research uses qualitative methods. Data collection was carried out through observation, interview and documentation techniques. From the results of the research conducted there are still employees who do not clearly know the main tasks and functions that exist, because during working hours there are still civil servants who are negligent in completing work and most procrastinate work so that work accumulates and is not on time determined. So that it causes problems such as effectiveness at work, poor work quality, and even punctuality that is not as expected at the Social Service of South Minahasa Regency.
