Implementasi Kebijakan Aplikasi Identitas Kependudukan Digital di Dinas Kependudukan dan Pencatatan Sipil Kota Tomohon

Abstract

This research is to find out how the implementation of the Digital Population Identity (IKD) application policy and the obstacles that occur in the application of IKD at the Tomohon City Population and Civil Registration Office. The method used in this research is a qualitative method with data collection techniques through interviews, documentation and observation. This research focuses on the implementation of the Digital Population Identity policy at the Tomohon City Population and Civil Registration Office. The data collection techniques include; observation, interviews, and documentation. The results showed that: 1) The implementation of the Digital Population Identity Application in Tomohon is hampered by technological constraints, complicated registration, and data privacy concerns, making some people still choose physical identity. 2) Factor that hinder the implemention of the population identity application are technical obstacles, lack of communication, and lack of significant administrative efficiency. Improvements in development and implementation are needed.
