Publication Ethic

Publication ethics adapted by Jurnal Administro: Journal of State Administration Studies and Policy refers to The Committee on Publication Ethics (COPE) and Head of LIPI Regulation Number 5 of 2014 concerning the Code of Ethics for Scientific Publications.

All parties (authors, editorial board, and bestary partners) related to scientific publications in Jurnal Administro: Journal of State Administration Studies and Policy must comply with the publication ethics mentioned above.

Journal Manager Responsibilities:

1. Determine the journal's name, scientific scope, currency, and accreditation if required.
2. Determine the membership of the editorial board.
3. Define the relationship between publishers, editors, reviewers, and other parties in a contract.
4. Respect confidential matters, both for contributing researchers, authors, editors, and reviewers.
5. Implement norms and provisions regarding intellectual property rights, especially copyright.
6. Conduct a review of journal policies and communicate them to authors, the editorial board, bestary   partners, and readers.
7. Establish a code of conduct for editors and reviewers.
8. Publish the journal regularly.
9.  Ensure the availability of funding sources for the sustainability of journal publishing.
Build a network of co-operation and marketing.
10. Preparing licences and other legal aspects.

Editor's Responsibility:

1. Bringing together the needs of readers and authors,
2. Strive for continuous improvement of publication quality,
3. Implement a process to ensure the quality of published papers,
Promote freedom of opinion objectively,
4. Maintaining the integrity of the author's academic track record,
Provide corrections, clarifications, retractions, and apologies when necessary,
5. Responsible for the style and format of the paper, while the content and all statements in the paper are the responsibility of the author/writer,
6. Actively solicit the opinions of authors, readers, referees, and members of the editorial board to improve the quality of the publication,
7. Encourage the assessment of the journal if there are findings,
8. Support initiatives to reduce research and publication errors
9. Support initiatives to educate researchers about publication ethics,
10.Assess the effect of publication policies on the attitudes of authors and reviewers and improve them to increase responsibility and minimise errors,
11. Having an open mind to new opinions or views of others that may conflict with personal opinions,
Not defending one's own, the author's or a third party's opinion that may result in a non-objective decision,
12. Encourage authors/writers, so that they can make improvements to the paper until it is suitable for publication.

Bestary Partner Responsibilities

1. Receive an assignment from the editor to review the paper and submit the results of the review to the editor, as material for determining the eligibility of a paper for publication.
2. Reviewers must not review papers that involve themselves, either directly or indirectly.
3. Maintain the author's privacy by not disseminating the results of corrections, suggestions, and recommendations by providing criticism, suggestions, input, and recommendations
4. Encourage the author/writer to make improvements to the written work
5. Reviewing the corrected paper in accordance with the predetermined standards.
6. The paper is reviewed in a timely manner according to the publication's style based on scientific principles (data collection methods, author's legality, conclusions, etc.).

Author's Responsibility

1. Ensure that those included in the list of authors/writers fulfil the criteria as authors/writers.
2. Take collective responsibility for the work and content of the article including methods, analyses, calculations, and details.
3. Declare the origin of resources (including funding), either directly or indirectly.
4. Explain the limitations of the research
5. Responding to comments made by the reviewers in a professional and timely manner.
6. Inform the editor if the paper is to be retracted.
7. Make a statement that the paper submitted for publication is original, has never been published anywhere in any language, and is not in the process of being submitted to another publisher.
