Abstract

The Kakaskasen Community Health Center Building construction project faces significant budget management challenges, necessitating cost efficiency strategies without compromising the quality and function of the building. This study aims to identify work items that allow Value Engineering (VE) and calculate the cost efficiency gains. The method used is a structured VE Job Plan, including the Information Stage (Pareto Cost Analysis), Creative Stage, Analysis Stage (Sensitivity Analysis and Life Cycle Cost/LCC), and Recommendation Stage. Based on the Pareto Analysis, the focus of the study was directed at the 1st and 2nd Floor works, which together accounted for 73% of the total project cost. The study results show that through the proposal of more efficient design and material alternatives (such as Transram Red Brick Wall Pairs, Granite Slip Floors, and Gypsum Board Ceilings), the total construction cost savings that can be achieved is Rp 563,988,790. This figure is equivalent to 38.2% efficiency of the total initial budget of the analyzed work. The application of VE has proven effective in optimizing project value by maintaining and even improving the functional performance and sustainability of the building in the long term.
