Abstract

This study aims to analyze the implementation of labor optimization strategies using the resource leveling method in managing workforce allocation for the Terminal Type A Malalayang Improvement Project. Inefficient use of labor can lead to increased costs, project delays, and decreased productivity. The resource leveling method is applied to balance workforce distribution, prevent overallocation, and enhance project efficiency. The results show that before applying resource leveling, there was an overallocation of workers in several categories, including laborers, masons, foremen, and supervisors. After implementing the method, the workforce was balanced according to the maximum capacity (50 laborers, 35 masons, 2 foremen, and 2 supervisors). The duration of the project was reduced from 300 days to 247 days, achieving a time efficiency of 121.4%. Therefore, the resource leveling method proves to be effective in overcoming overallocation issues, stabilizing resource distribution, improving workforce efficiency, and accelerating project completion without increasing the number of workers.
