This research aims to determine, analyze and explain the implementation of the Population Administration Information System (SIAK) in the Tomohon City Population and Civil Registration Service. This research uses qualitative methods with data collection techniques through observation, interviews and documentation. The number of informants in this research was six people. Data analysis through data reduction, data presentation and drawing conclusions. Based on the results of research at the Tomohon City Population and Civil Registration Service, it can be concluded that the services provided with the Population Administration Information System (SIAK) can be said to be not optimal. 1) The policy standards and targets set to ensure that SIAK operates efficiently and in accordance with the needs of population administration still encounter obstacles such as network limitations, people who do not know about the completeness of population documents, the existence of multiple KTPs, and KTP recordings are often not stored in the system. 2) Supporting facilities in the form of hardware and software are still limited, such as the computers used are quite old and in the KTP service section there are only 3 computers for carrying out KTP and KIA services. 3) Human resources involved in managing SIAK are not yet experts in using SIAK so that when problems occur they are not able to resolve them and there is still a lack of staff in the KTP service section.
