Abstract - The main objective of this study is to determine the Employee Performance at the South Touluaan District Office in Southeast Minahasa Regency. The approach used is descriptive qualitative. The number of informants in this study was 8 people. Data collection using observation, interview and documentation techniques. Data analysis through data collection, data reduction, data presentation and confirmation of conclusion drawing. The results of the study show employee performance is assessed from 4 indicators, namely 1) Achievement of work results according to Employee Performance Targets (SKP); 2) Civil Servant Skills; 3) Consistent working hours to provide conducive service quality to the community (improve the performance of the State Civil Apparatus); 4) Public response to the services provided by ASN employees. From the results it was found that the achievement of work results was not optimal because there were still obstacles and difficulties, there were still employees who were not disciplined, had not mastered technology. Employee skills are based on employee competencies. Consistent working hours such as being late to the office and not attending the morning assembly and being less disciplined in providing have a big influence such as the performance of ASN employees is not optimal. The public response regarding the service is good and positive but still receives complaints, suggestions and constructive complaints, while the complaints given by the public are not considered problems but are considered constructive criticism and direct complaints because the service is considered long due to long queues.It is concluded that the Employee Performance at the South Touluaan District Office in Southeast Minahasa Regency is not yet optimal, but various solutions are provided to resolve existing obstacles and difficulties
