AbstractThe objectives of this study are (1) to describe the implementation of the living value education of manners in Civics learning at SMP Negeri 14 Ternate City. This type of research is qualitative research. Data collection techniques through observation, guided interviews, and documentation. The data analysis technique is in the form of interactive model analysis. The validity of the data using triangulation of sources and methods. Constraints in implementing civic education learning in shaping the character of manners which include the level of awareness of students in learning to develop knowledge and character of manners in students. Efforts to overcome obstacles in shaping the character of politeness through civic educationlearning activities for students of SMP Negeri 14 Ternate, namely with routine activities such as greeting teachers, exemplary teachers such as teachers giving examples of greetings
with all residents at school, classroom conditioning such as teachers can condition students when learning activities take place, scout extracurricular activities that can provide the formation of students' character and discipline
