Abstract

Climate change and sea-level rise have increased the frequency of tidal flooding along the northern coast of Java, including Sriwulan Village, Sayung District, Demak Regency with inundation depths of 0.05–0.20 meters disrupting settlements and community activities. This study aims to analyze the environmental context and risk, assess community vulnerability and adaptive capacity, identify physical, social, and economic adaptive responses, evaluate the effectiveness of adaptation strategies, and determine the key factors influencing adaptation success. The research employed a descriptive quantitative method, with data collected through questionnaires, interviews, observations, and secondary data. The results indicate that areas with low elevation exhibit the highest vulnerability. Communities implement individual adaptations such as house elevation (96%) and fulfillment of clean water needs (95%), as well as collective adaptations through village embankment construction and mutual cooperation (82%). Seawall construction is proven to be the most effective adaptation measure, with a score of 3.9 in reducing residential exposure. The findings confirm that coastal community vulnerability results from the interaction between physical exposure and socio-economic adaptive capacity, and that collective, structural-scale adaptations are more effective than individual adaptations. The implications highlight the need for integrating structural and non-structural adaptation measures, strengthening community capacity, and enhancing local institutional support to improve the long-term resilience of coastal communities.
